Scam network, they refuse to pay for fictitious reasons. They suspended the account due to inactivity, but the account has been active for the last 90 days, this is a lie. In order for me to reactivate my account and change my payment details, they require me to add their records to ads.txt and installed their script. It is impossible to fulfill this requirement because the script and records ads.txt The ones they require to be installed are in their control panel, and without access to it I can't get them, it's a vicious circle. Secondly, what does the payment details and the installation of their script have to do with? The support service has stopped responding to tickets, they just mark them and leave them unanswered.

UPD: What is the connection between my location and a closed account? The reason for the cancellation of the payment is not the country of location at all, but the inability to accept the payment to the specified payment system. Then you just closed the account so that I couldn't change the payment details.
Once again, the account was active for 90 days.
You don't even know that you can't choose the priority of the ticket?

It's been 2 weeks since they said they sent the site to the approval team. There are still no changes, the account is still closed.

UPD: A month has passed, no changes. Also, there has been no response from support for 15 days.

UPD: 2 months have passed. They closed the open tickets, I didn't get a response. The payout, too. "Boris" is a fraudster who will never pay you.

my Website is approved by this network from last 4 to 5 days but its ads not showing. i asked from support team but i don't get any reply from there. i have check all the code two to three times again and again but ads not showing. my website URL southmusic.in

Hooligan Media decided to stop sending me payments since March 14th (the payment sent for March was December's payment. Basically NET75). First they said they're located in Russia and relocating to Germany (Berlin) to unblock payments which is already a red flag since they pretend to be located in the US (April and later payments are not supposed to be affected). However they NEVER paid me. They are holding exactly $5695 since January. I obviously submitted dozens of tickets and they kept always promising to sort out my situation. (At some point, they blackmailed me to delete my account if I do not resume their ads even though they didn't pay me. Never experienced such arrogance)

My last ticket 20 days ago went as following:
- HM: ​Please allow a couple days to get back to you. There will be a series of payments released to your account, not a single lump payment.
- (7 days later) Me: Any updates please?
- HM: 1 week ago we told you couple of weeks. I would suggest 7-10 more days before the update.
- Me: Just to clarify, you told me a "couple of days". Understood, I'll wait for 7-10 more days.
(No reply)
- (10 days later) Me: 18 days passed and still NOTHING.
(Ignored)

I even contacted their COO directly. Still ignored.

Also, I advice people to search Hooligan Media on Reddit and other forums. You will understand what's wrong with this company. I am not the first one waiting for payments for months and with no replies or updates. I invite everyone experiencing the same situation to speak out and make this stop.

I obviously detain proof for everything I'm saying.

One last word to HM: PAY YOUR PUBLISHERS, STOP RUINNING LIVES.

Update: They disabled my account to prevent me form holding proof (probably after seeing my review) and kept setting my ticket as answered without replying. This company has no shame. Hooligan Media (or rather Oracle Cabling INC) is the worst scam I've experienced in my 10 years of working with ad networks.

Update 2 to reply to HM's comment saying that they left an note on my account for why payments weren't processed: You never left a note when the account was active and now my account is deactivated and can't be accessed. How the hell am I supposed to read your note? Reply to the ticket at least.

Update 3: I asked to enable my account to read their "Note". Their reply was: "Please note, once account deactivated in most cases you will need to open a new account."
They're literally saying that they deactivated my account with $5600 and asking me to start again from 0. Really? How rude can this company be? And it's not a normal support agent, it's literally their COO who replied. Rotten to the core.

(Can you Tell me how hooligan Media Works)

I have been trying to pass the ads.txt verification but to no avail. i have tried but plugin method and root folder metho. None is working. This is what i keep getting: Couldn't verify, at least 30 lines didn't match

I submitted my website for approval but there is no respond yet but hooligan ad show in my website, How much take time to approve my website?

I've been using their services for almost 2 years. They stopped paying from January 2022.

In the months of January, February and March my website generated $5000+ from ads. I was promised that the payment would be released as soon as possible. Two months later they stopped responding to my tickets and gave no updates to what's happening with the payment.

I will update the review when the case gets resolved.

Update 1: I still didn't get paid. Hooligan Media is not responding to my tickets and disabled my account "due to inactivity for over 90 days". However, I was logging in several times per week to check on the new so this is completely false.

Using Hooligan on my two sites for over 8 months now and it's very good. I am having extremely high CPM, never had issues with payments, and I like the support. Overall it's a very good network.
