CITB New Entrant Support Adviser
I'd like to thank the New Entrant Support Adviser, Dan from CITB covering Northampton, Oxfordshire & Buckinghamshire areas. My grandson completed college in Construction, unable to get an apprenticeship and feeling a bit lost with no direction. Dan was able to send information of Construction Boot Camps in the area and links to Construction Apprenticeships and courses that would get him the CSCS green card which he had been struggling with despite passing CITB test. Dan was a good listener, showed empathy for the situation, exampled how some of these initiatives worked and followed up with a comprehensive list of options to explore.

Cant tank Deborah enough
Cant tank Deborah enough, if it wasn't for her we would of lost put on alot of money as a business employing an apprentice, as we was given no information from the college regards other funds we get for them, hats off to you Deborah for sorting this quickly and efficiently, and put trust back in for us to take on another apprentice,

Our experience with CITB has been…
Our experience with CITB has been fantastic, and we want to give a huge thank you to Deborah Hockett and Jane Crompton for all their incredible support.
Deborah has been a huge help in assisting our company with claiming apprenticeship grants, which are so valuable to us as an organisation. She guided us clearly through the process, making it easy to access funding that’s had a real impact on supporting and growing our team.
We also want to highlight the amazing support we’ve had from Jane Crompton. She’s been instrumental in helping us access employer network funding and has gone above and beyond to identify and arrange additional training tailored to our staff’s needs. With a large team, training can be a huge cost – but thanks to CITB’s support and the fact that they contribute up to 70% towards many of the courses, the savings have been substantial.
Before speaking to Jane, we had no idea that any of this was available to us. Without her guidance, we would’ve been booking training directly and missing out on this vital funding. Jane has made a real difference by helping us navigate all the options, and her ongoing support has been second to none.
CITB has truly helped us strengthen our workforce, and we’re so grateful for everything Deborah and Jane have done for us.

Id just like to say a massive thank you…
Id just like to say a massive thank you to jane crompton and debra hockett for doing so much for me. Jane has assisted me with loads of additional training for me and my apprentice, one of which was a fire inspector course. Citb contributed 70% to the course, I had no idea this was available. Citb has helped my business push forward with additional accreditations in regards to my commercial work. Ive already won contracts on the back of the additional training that citb helped arrange. Honestly I really really cant recommend them enough, jane and deb were ringing me daily helping me book the courses and assisting me at every point. Debra has helped me set up my levy and grants, helping me receive vital funding to help really push my business. I never knew the amount of help that was put there! Thanks jane and deb your help has been invaluable!!

Stay away from this con
Stay away from this con. Worst thing I've ever done was contact them over a course that in the end we didn't do and now they mither us yearly for their levy (con) never done training since and won't be doing training but still have to fill out their form. Waste of paper. We are a small business and dont appreciate being hassled on a yearly basis. Keep away from or you'll regret it. They have now sent us an invoice to pay. I Don't think so. CON

We are sorry to hear of your frustration that you are being assessed to an annual CITB Levy but feel that you don’t gain anything back from CITB in return. Levy assessment is a statutory requirement, and CITB is required by law to maintain a register of employers in the construction industry. We are therefore legally required to impose a Levy on all employers in the construction industry if the relevant conditions are met.
There are two criterions for a business being registered with CITB and liable to annual Levy assessment. Firstly, the business must be an ‘employer’, which includes those engaged under a contract of service (directly engaged) and contracts for services (subcontractors), and secondly, the business must be ‘wholly or mainly engaged in construction industry activities’.
The appropriate application of the term ‘wholly or mainly’ has been upheld by the High Court to mean the numerical comparison of employees engaged in construction as opposed to non-construction, or the amount of time an employee spends engaged in construction as opposed to non-construction. Where the majority (over 50%) of employees or employees time is spent in construction, that business would be ‘mainly’ engaged in construction activities and liable to annual Levy assessment. For CITB purposes, ‘the construction industry’ is further defined at Schedule 1 paragraph 1 of The Industrial Training (Construction Board) Order 1964 (Amendment) Order 1992, Statutory Instrument Number 3048 (“Scope Order”).
Therefore, whilst a business remains ‘wholly or mainly’ engaged in construction industry activities, in accordance with the relevant legislation a Levy shall continue to be imposed annually.
We do provide support for small businesses through a Small Business Levy Exemption threshold, meaning if your total wage bill (payroll and Net CIS) is under £150,000, your business will be assessed to a nil liability but will still be able to access grant and funding support at the same rate as any other Levy registered employer. This threshold is a legal requirement imposed on CITB by the primary legislation which governs us and other Industry Training Boards ("ITB’s”), namely the Industrial Training Act 1982. It states at s11(3) that an ITB must include a mechanism for exempting from the Levy employers based on the small number of its employees. This exemption was therefore enacted into law for the purpose of protecting and supporting small businesses.
The purpose of the Levy itself is to supports the construction industry to develop the skilled workforce it needs, through the following:
• support training development through grants and funding;
• promote the construction industry as a great career choice and offer high quality apprenticeships;
• identify skills needs across the construction industry; and
• develop occupational standard and qualifications.
However, whilst those who choose not to train or claim for any training undertaken may not see a direct benefit their Levy contribution has on their business, it will indirectly benefit due to having a skilled and trained workforce available, whether that’s through direct employment or its subcontract supply chain.
Employment Tribunals have consistently ruled that whether there is an actual or perceived lack of training provided by CITB, these are not valid grounds for waiving or reducing a Levy assessment. They have said the Levy is a tax, and like all taxes must be paid if the relevant conditions apply whether or not the person paying the tax gets the benefit.
Please be assured however that CITB remains committed to directly supporting its registered employers.

Our point of contact has always been on hand with really helpful advice and guidance registering new candidates helping with accessing claims or giving us guidance when it comes to training courses available. If it wasn't for our adviser we would have missed out on thousands of pounds worth of grants.
